Rhode Island doesn’t always brag about itself—but in the world of undersea technology, it probably should.

At the final session of Innovate Newport’s Blue Tech Talks on June 30, a clear message surfaced: the state, particularly around Narragansett Bay, has all the ingredients to become a global hub for ocean tech. Not someday—now.

Christian Cowan, CEO of Polaris Tech Bridge, put it plainly. Between the Navy’s presence, a dense network of research institutions, and a growing base of private companies, Rhode Island is already operating like a connected ecosystem. Add in access to open water just minutes away, and the region starts to look less like a contender and more like a frontrunner.

That proximity to the ocean isn’t just convenient—it’s a competitive edge. Engineers and researchers here don’t have to simulate conditions from afar. They can get equipment in the water quickly, test it across different environments, and make real-time adjustments. It shortens development cycles and, just as importantly, makes room for failure early—before costs and stakes climb.

Still, there’s a catch. Or a gap, depending on who you ask.

Companies across the sector are looking for talent—and not just at the Ph.D. level. The need is especially sharp for technicians, machinists, and engineers who can build, test, and refine hardware systems. It’s a practical workforce challenge, and one that’s becoming more urgent as companies scale. Anduril, for example, is ramping up operations at its Quonset facility, while SEACORP continues to push forward on defense technologies. Both are hiring. Both are competing for the same pool.

The Naval Undersea Warfare Center is tackling the issue in its own way, bringing in dozens of interns each year and converting many into full-time roles. It’s a steady pipeline—but not enough to meet demand on its own.

This is where collaboration starts to matter.

No single organization has the capacity to do it all, and in Rhode Island, they don’t try to. Companies, universities, and defense partners stay closely connected, sharing insight and aligning efforts. It’s less about competition and more about momentum—keeping the entire sector moving forward.

That momentum picked up speed recently at the University of Rhode Island’s Bay Campus. A new Ocean Robotics Laboratory opened in June as part of a larger, $300 million revitalization effort. The facility is built for serious work—large-scale testing, heavy equipment, and advanced robotics development—but it’s also designed for collaboration. Researchers, students, and industry partners will be working side by side, developing systems that range from ocean sensing tools to autonomous underwater vehicles.

And the ideas coming out of URI aren’t staying on campus. Juice Robotics, a company with roots at the university, is already moving technology into the market. Its focus—simplifying and reducing the cost of underwater operations—hits directly on one of the industry’s biggest barriers.

All of this is happening against the backdrop of a complicated supply chain. Companies are pushing to source American-made components, but that’s easier said than done. In many cases, manufacturers are working closely with suppliers to help them scale production or retool entirely. It’s a hands-on process, and one that requires flexibility across the board.

That kind of coordination—between companies, suppliers, researchers, and policymakers—is exactly what gives Rhode Island its edge.

There’s also strong federal support behind it. Investments in research and development, backed in part by Sen. Jack Reed, have helped accelerate progress and bring national attention to what’s happening in the state.

Some are starting to call the region the “Silicon Valley of undersea technology.” It’s a bold comparison. But spend time looking at the pieces in place—the infrastructure, the talent pipeline, the partnerships, the access to real-world testing—and it starts to feel less like a stretch.

Rhode Island isn’t trying to become something new. It’s building on what’s already here—and moving quickly.
